TN Exotic Pest Plant Council Board of Directors Meeting Agenda April 8, 2004

Convene 9:00 a.m. Central Time at TWRA Region III Office, Crossville (Thank you David Lincicome!)

Welcome, Introductions – Pat Parr

Proxies: Pat for Bob Parrish, Dan Brown for Anni, Richard for Terri, Kris for Jack

Nancy, Carrie and David also present

Guests: John Lane, USFS Cherokee NF Invasive ID team. He is a term-appointment Wildlife Biologist.

Minutes – Kris offered to take meeting notes for Terri Hogan (nicely done Kris, thank you). Accepted minutes for last two meetings

Treasurer’s Report – Pat read Anni’s report and it was approved. The credit card problem continuing from the SEEPPC conference has finally been resolved. General operating account: $1,227.16. Money Market account: $7,098.93. Total assets: $8,326.09.

Old Business

Election of President and Treasurer for 2004-2006

Pat and Anni agreed to serve second terms. Kris conducted the election as past president.

Richard moved that Pat and Anni be elected by acclamation, Dan seconded and all approved.

Website updates, www.tneppc.org - Richard Clements

Tenth anniversary information is now on the site. Richard asks for short briefings and will send a suggested format.

Letter to Nashville Zoo – Pat (for Terri)

Terri prepared the letter, which was sent to Rick Schwartz president of the Nashville Zoo on March 5. No reply has been received as yet. Copies were distributed.

Letter to UT Botany re: Herbarium – Kris Johnson

The letter was prepared by Kris and the original circulated for all board members to sign. It was mailed Feb 10. No reply received as yet. Copies were distributed.

Printing membership brochures- David Lincicome

Pat will take the old copies to ASB. New ones will be ready shortly to distribute by next board meeting; probably in print as we meet. Contact David if a supply is needed prior to next meeting.

TDOT wildflower list comparison to TN EPPC list – David

David is checking on nativity of plants on the list. Richard will draft letter to TDOT when background info is in place.

Herbarium label samples for invasive collections – David

Carrie has her list ready as a first step – plants found in her counties (Coffee and Franklin) that aren’t in the TN atlas that she will send as herbarium specimens. Pat has done the same for Anderson and Roane. David will send sample herbarium labels as email attachment to help.

TN EPPC 10th Anniversary Event for 2004

o WEST: Association of Southeastern Biologists Symposium, Memphis, April – Pat

emphasizing higher priority for research on invasives. Pat will talk about TNEPPC; Ecological Society of America is cosponsor of session. Jack will have TNEPPC poster.Speakers include Dan Simberloff, Jake Weltzin, Johnny Randall. Pat suggested offering honorary memberships to speakers at the ASB/TNEPPC symposium and will prepare certificates, also the Dickson workshop, even though TNEPPC must pay for their SEEPPC membership

o MIDDLE: Invasive Weed and Control Workshop, Dickson County, June 11 – Dan Brown

Dan brought copies of flier, Richard will put on website. Board meeting is June 10 at Montgomery Bell State Park. Meeting begins at 10 CDT probably at supt.’s office. Park staff is interested in invasive plants and may be able to participate. David noted that State Parks are increasingly involved with resource management (with less focus on resorts and income-generating activities) and suggested Charlie Tate as an agency –level contact.

o EAST: Citizen Based Monitoring Conference, Knoxville – Pat

Jack will report on the fall conference at next board meeting

T-shirt design – Pat

Pat has a design in the works to send by email and Carrie will provide info for the next step.

Articles for "Wildland Weeds" - TN List – Nancy Fraley

Will be ready by next meeting. This will be similar to the TN Acad. of Science version, but in the Wildland Weeds format and a few corrections from Mary Priestly.

Getting the Word Out

o Standing Stone Rally, April 17 – Carrie will be able to represent TNEPPC

o David suggested article in TN Conservationist

o Nancy and Carrie are going to SE-EPPC conference in Florida at end of April

o Wildflower Pilgrimage April 22-24; Richard is doing exotic plant hike

o Nancy attended the NC EPPC annual meeting

TN Invasive Plants Poster- Carrie Miller

Carrie brought final alternates for input on layout and one was selected. USFWS is providing funs for printing

These were mailed yesterday.

National EPPC – Pat

Pat will check with Anni to see if funds were provided as requested for the NEPPC participation in Weed Awareness Week

Board members/By-laws review – Pat

Article VI, sect 2 specifies 60 days prior notice to membership of business meetings

Richard moved to insert ‘invasive’ before ‘exotic’ in Article II sections a,b,d,e and f, Carrie seconded and the motion was approved. This was the only revision to the Bylaws; the entire document was reviewed by the group.

RE: new board members, suggestions include representatives of USFS, Lookout Mtn Land Trust, TN State Parks (Lynn Ann Welch), TWRA, W. TN, Wolf River Conservancy, TN Citizens for Wilderness Planning, Metro Parks Memphis, Universities, USFWS, Army Corps of Engineers, NRCS (Wynne Mitchell), Nature Conservancy (Scott Davis), TVA (Pat Cox), Liaison with TN Nursery Landscape Assoc. There are 4 vacancies. State Parks, TNC and NRCS will be invited to the Montgomery Bell meeting.

New Business

Reprint Invasive Brochure – Pat

USFWS has inquired about reprinting and has funds. Kris will check with Coralie Bloom at the Smokies to locate original format and check with Gary Peebles to see what versions we should use to update. Carrie will update photos.

Upcoming events for TN EPPC presence? See ‘getting the word out’

Ranneyisms – Pat (for Jack)

o Funding studies on invasive plants (NC EPPC is funding study on microstegium).Carrie mentioned research capabilities at Arnold AFB and suggested TNEPPC focus on identifying research needs/priorities. Pat noted this suggestion for future discussion and perhaps inclusion in statewide membership meeting.

o Paid leader and office. We think not at this time.

o Set goal to get state agencies to work together

Nancy advises NC-EPPC has a similar goal. TWRA, TDOT, TDEC, T-AG,UT Extension, state parks. Agency planting lists, forestry BMPs, etc. – Need to identify lists, then target problem species. David will do TDOT, TDEC; Anni T-Ag, Nancy TWRA.

Flashcards- need photos of purple loosestrife and Japanese spirea (Carrie has spiraea)

Ideas on how to reach members electronically – Carrie will look into, maybe develop a listserve

Member initiatives and updates

Carrie has Arnold AFB exotic plant mgt plan to share.

Former board member Geoff Call is now working with USFWS in Cookeville on mussels.

Annual meeting would be a good way to increase membership. Next winter would be a good time.

Target audiences….think strategically in planning speakers to attract various constituencies
